Clearinghouse is a physical repository structure that collects, stores, and disseminates information, metadata, and data. It is a distributed system of servers located on the Internet which contain field-level descriptions of available digital spatial data and services. This descriptive information, known as metadata, is collected in a standard format to facilitate query and consistent presentation across multiple websites. Clearinghouse uses readily available Web technology for the publication and discovery of available geospatial resources through clearinghouse portal.

National Spatial Data Infrastructure (NSDI) defined as the technologies, policies and people necessary to promote sharing of geospatial data throughout all levels of government

  2. Key-in Username and password.
  3. Click "Login" button.
  4. Click " Change Password " button to change the password.
  5. Key-in new password in the “New Password” field.
  6. Re-type new password in the “Verify New Password” field.
  7. Click “Change Password” button.
  8. The message that “Password Changed” will be appeared.
  9. You must logout from the system and login back using the new password.
 

Metadata is textual and sometimes graphical information that describes geographic information system (GIS) resources in the same way a card in a library's card catalogue describes a book. Once you've found a resource with a search, its metadata will help you decide whether it's suitable for your purposes. To make this decision, you may need to know how accurate or current the resource is and if there are any restrictions on how it can be used. Metadata can answer these questions.

Malaysia Geospatial Data Infrastructure (MyGDI) is an initiative by the government to develop a geospatial data infrastructure to enhance the awareness about data availability and improve access to geospatial information. This can be fulfilled by facilitating data sharing among participating agencies

MyGDI as the National Spatial Data Infrastructure (NSDI) for Malaysia, is a national infrastructure comprises of person, policy, standard, geospatial information and technology established by MyGDI Circular Letter No. 1 of 2006 -  Guidelines for the Implementation of Malaysia Geospatial Data Infrastructure (MyGDI) for the purpose of facilitating the sharing and dissemination of geospatial information amongst government agencies, private sector and the general publics. Through this infrastructure, smart partnership among agencies is continuously being developed to produce and share geospatial information thus providing customer-focused, cost effective and timely delivery of geospatial data.

Application of geospatial data in MaCGDI shall be made by head of department via an official letter addressed to:

Unique identification of the land parcels that is owned by the State Authority
• Identify the physical parcel of land (lot)
Provide a basis for implementing a uniform documentation of the relevant agencies and facilitate the efforts of system integration and interoperability between agencies

 
COORDINATION OF UPI CODE  
Rational of UPI codes coordination include:
 

i) Spatial and textual information about the land parcel acquired from various sources including Cadastral Database (PDUK) in the JUPEM and the Computerised Land Registration System (SPTB) in PTG is not uniform. This resulted in the information of land parcel acquired by online users (online) is difficult to access and analyze because the data is using a different code and name of the land administrative boundaries.

ii) To facilitate the sharing of geospatial information in a variety of business transactions including the parcel of land conversion applications, subdivision, alienation, property and other.

iii) To assist the central agencies such as State Economic Planning Unit (UPEN) to create conditions for fast track decisions on matters of land transactions involving the various agencies.

iv) UPI code uniformity is parallel with the implementation of e-Tanah project. It is a transaction system to facilitate and expedite the title search and tax payments on-line.

v) To coordinate the spelling name of the state, district/ province, county/ city/ town and section / precinct which is a responsibility to the State Secretary (SUK). It is very important in giving a correct name to a place that will not cause confusion to users.


 




BENEFITS OF UPI IMPLEMENTATION 

Generally the implementation of the UPI code will provide the following benefits:

i)    Ease of implementation and integration of application systems within and between agencies. 

ii)   Facilitate the sharing of geospatial information.

iii)  Assisting agencies in developing systems and applications.

ivProvide guidance implementation a uniform documentation of all agencies.

In general, UPI code will help the Agency Data Provider has a standard that will facilitate system integration and operations between the agency.

The end result of coordinating UPI are:

 

  • Exist lots of unique identification (UPI) for e-Tanah system, JUPEM, PTG, JPPH, Sistem Data Dictionary Sektor Awam (DDSA) - MAMPU and other agencies
 
  • Reference Books Code and Name of Land Administrative Boundary (UPI), replacing NALISCO Book published in 1998
